What is an Approved Premises?

Temporary housing for people leaving prison who need close supervision. Over 100 in England and Wales. Rules include a curfew, 24-hour staff, CCTV, drug tests and room searches; breaking them can mean a return to prison.

Our concern isn't that they exist. It's whether this site, this close to schools, was properly assessed.

8 questions. 0 answered in full.

Asked via a formal complaint, our MP, the hostel's managers and FOI. Our first FOI requests were refused on cost (2 Nov); a narrowed one is due ~4 Dec. Updated .

Has 2 Corfton Road been assessed against HMPPS's own rule that some APs near schools are unsuitable for people convicted of sexual offences against children? Was it reassessed after Ada Lovelace CE High School moved to its nearby permanent site in September 2020?

HMPPS quoted the policy (23 Jun 2026) but said it "cannot provide confirmation that child sex offenders will be excluded" (23 Jul 2026). AP management said this falls outside its operational role and referred us to HMPPS and Freedom of Information requests (13 Oct 2026). FOI refused on cost (2 Nov 2026); narrowed request sent 6 Nov.

    Response so far
Conflicting information: "unoccupied" (Feb 2026), opening 24 Aug (Aug 2026), "postponed" (MP's office, 1 Oct), "admitting since September" (councillor, 7 Oct). AP management declined to give occupancy or dates. FOI refused on cost (2 Nov 2026).
  4. Q4Who was told about the reopening, and why weren't the schools?Partly answeredDetails

Who was notified about the reopening, and when? Why weren't local schools informed? Was a community impact assessment done?

    Asked
AP management (Oct 2026); FOI (Oct 2026)
    Response so far
HMPPS says letters went to "neighbours", the MP, councillors and the Police Borough Commander. Schools not mentioned; Montpelier Primary confirmed in writing it was not consulted or informed.
  5. Q5How are residents monitored outside? What are the curfew hours?Partly answeredDetails

    Asked

What HMPPS has answered (3 other questions)
  • Consultation: not legally required, as the site keeps its existing use (14 Apr 2026).
  • Staffing: at least 2 staff 24/7, more on weekdays (3 Feb 2026).
  • Risk level: may house MAPPA Level 2 and 3 cases (23 Jun 2026).

What we're asking HMPPS.

  1. Confirm whether the site was assessed for people convicted of sexual offences against children, under its own near-schools policy.
  2. Share the site's safeguarding assessment.
  3. Set up a residents' liaison forum and a site visit.
  4. Explain how we'll be told about serious incidents.

Not against rehabilitation. We want to know if this site was properly assessed, and why we can't get answers.
